Smarter Planning for a Bold Path Forward

Since its founding way back in 1846, the City of St. Charles School District (SCSD) has been a proud cornerstone of the community—growing, evolving, and educating generation after generation. Today, it’s home to nearly 5,000 students across a diverse range of facilities, ranging from the 1930s to new:
 

  • Two High Schools (9-12): 1,448 students

  • One Middle School (7-8): 704 students

  • One Intermediate School (5-6): 678 students

  • Six Elementary Schools (K-4): 1,800 students

  • One Early Childhood Center (PK): 231 students

 

And now, with the successful April 2025 passage of Proposition SCSD, the district has secured resources to power its next chapter—one that’s focused squarely on smarter spaces, better buildings, and top-tier learning environments.

Before asking for voter support, the district got to work laying a strong foundation. The district needed to understand its most critical maintenance projects and long-term plans to make the best use of funds.

Planning Smarter, Building Better

Physical Needs Assessment (PNA)

With the help of BLDD Architects, a detailed Physical Needs Assessment (PNA) was conducted on every building. This assessment was crucial in identifying current needs and prioritizing projects—from minor fixture replacements to major building remodels. The team even broke it all down with a cost-per-square-foot analysis to pinpoint the facilities most in need of love and attention.

 

This wasn’t just about maintenance, though. BLDD also took a hard look at how well the buildings actually function as learning spaces. And while most buildings passed the structural test, many were rated just “borderline” when it came to supporting today’s educational needs. That raised a big flag—and presented a big opportunity.

Space Utilization Study

To dig even deeper, the district also completed a space utilization study, measuring classroom use, student distribution, and how many classrooms each school should have to run optimally.

It was all part of a larger effort to work smarter—not just harder—with the space and resources available.

Enter, QLEO: The Master Planning Secret Weapon

With mountains of data in hand, the district is now diving into the fun part: designing the future. Using QLEO, BLDD’s master plan modeling and analysis software, leaders are exploring a variety of long-range scenarios. QLEO helps simulate outcomes, compare options, and rank what each potential plan means for students, staff, and the community.
